School Choice Is Vitally Needed

Cleveland scored the lowest of any school district in Ohio on the latest state report card, failing to meet a single one of 27 standards for student performance. The district was one of 69 around the state doing so poorly in 1998-99 that they were declared to be in a state of "academic emergency."

School Choice Is Popular

According to the 1999 Gallup/Phi Delta Kappa Poll, support for school choice continues to grow, especially among public school parents:

"A proposal has been made to allow parents to send their school-age children to any public, private or church-related school they choose. For children whose parents choose non-public schools, the government would pay all or part of the tuition. Would you favor this proposal in your state?"
